Did I read that right? A U.S. Navy vessel? UNARMED? What the heck is a U.S. Navy vessel doing in the South China Sea unarmed? Reminds me of a Marine compound in Beirut, Lebanon in 1983.
The USNS Impeccable is one of the five Ocean Surveillance Ships that are part of the 25 ships in Military Sealift Command's Special Mission Ships Program. Most special mission ships are operated by civilian mariners who work for private companies. Six of these ships are multipurpose and perform acoustic, biological, physical and geophysical surveys, providing much of the U.S. military's information on the ocean environment.
So this is not a Warship (if it was it would be USS not USNS).
This particular ship monitors the SOSUS line. The SOSUS line is an arry of underwater senors that are used to detect underwater activity. We have SOSUS arrays all over the Atlantic left over from the cold war.
With the rise of Asian & Middle East Navies that have subs, we have set up arrays in the southern Pacific.
So unarmed ship crewed by civilians operating in international waters.

They monitor and repair the SOSUS System. The Chinese have a vested interest in that system being disabled, they're building nuke subs faster than the Soviets ever did. If SOSUS goes down, they can sneak around.
But it won't matter, we have all those Spruance Class DD's out there for Anti-Submarine Warfare.
Oh...wait...we don't because Clinton decided to use them as targets for our Navy. And GWB continued the program.
He'll get to foriegn policy as soon as he fixes the economy. Give the guy a break. George Bush made being the president look easy. Obama didn't know there was actual work involved. For a guy who's never worked a day in his life, Obama's doing pretty good.
Of course the the Chinese harrassed an unarmed ship. If they harrassed an armed ship the headline would have read "Chinese Navy Ships Mysteriously Sink"
